It looks like a fascinating attempt to turn existing single-direction rail infrastructure (ie two rails, a normal train track) into bi-directional transport with small monorail cabs. They can pass each other, one on each rail in opposite directions. Then take disused rail and turn it into new transport infrastructure.

One of the saddest things is where there has been rail infrastructure and it's been removed or allowed to die (England is a great example.) Yet rail is one of the best public transport systems there is. Germany has kept much more rail. I hope they're successful using it.
